Yes, you are correct that new regulation CPSIC is limited to the new design and product range, in order to avoid the high cost. However, some products & fabrics can be exempted from the testing and/or not applicable, based on CPSIA. You can visit my blog for more information about it.

This is a question that was missed during previous research.
I’d sent out urgent tweets on this at least ten days to two weeks ago. It’s posted in one of the threads in our forum. While I know it doesn’t get much press, it’s the most active and accurate place for cpsia info. You should check it out, on the two CPSIA threads, there’s over 85 different threads. Not 85 posts, there’s thousands of those. I mean 85 different topic threads on the cpsia.

Right now we’re working on the CPSC RFC due 1/30 but our internal deadline is 1/5. It’s a LOT of hard work so we could use some help. It’s not easy like voting on a petition but requires some real intellectual rigor particularly since it will be used to benefit the community…most of whom have no idea this is being done for them. And probably couldn’t care less. Blogging “woe is me” is so much sexier and easier, no real heavy lifting and not saying you do that but it’s hard to find people to do the REAL work when it’s so much easier and dramatic to post a web page, create a logo and have people splash it around and clamor in unison “we’re all gonna go broke”.

Also Pamela, I’d written about labeling solutions that are viable for small companies two weeks ago. http://tinyurl.com/3eeu2w. While I realize not everyone reads my blog or the critical cpsia threads in the forum, I can’t imagine how Avery D could benefit any of the companies I know (see my post on labeling, issues with tracking etc http://tinyurl.com/3eeu2w) which is why we came up with what we think are more practical solutions. Likewise, there’s already a much more affordable software solution with GCC templates and info mgmt so I couldn’t possibly imagine recommending Avery Dennison. I have *no malice* toward them just that while it’s possible to buy their products at retail, their B2B sales are a whole other animal. It’s the farthest thing from a small company solution as you could imagine. Since most of our members are one person companies, I have to keep that uppermost in mind.
